Greetings, Okopipi Project.
My name is Square Bottle, and I'm the art coordinator over at Sabayon Linux (sabayonlinux.org), and I've only recently discovered your project. I was a huge fan of Blue Frog, so I was devastated when the spammer-cracker PharmaMaster was able to murder that project. Seeing yours, I'd like to help.
Seems like what you need are programmers. I'm going to talk to the other developers at Sabayon and see if any of them are interested. Indeed, I'd highly suggest you try asking for help in the forums *and* the IRC rooms of Linux and BSD distros.
Also, I'm going to see if I can get my people to help get you guys on the front page of Digg when I post in our forums. The article that I'm going to link them to is the one you posted a long time ago that never quite made it: http://digg.com/tech_news/Open_source_project_attempts_to_succeed_where_Blue_Security_failed.
Last, you should try emailing the professors of computer science programs at community colleges and seeing if they and their students might be interested in making a project out of helping you or something. Heck, try the big universities too.
To the leader(s) of the Okopipi Project: If there's anything I can do to help, please contact me at squarebottle sabayonlinux org (same address for both jabber and email). Good night, and good luck.
